S 2991 Introduced Re-checks Congress.gov for new actions and updates the bill's status, and fills in any sponsors, committees, or related bills that are missing. It does not re-pull sponsors/cosponsors/committees/related — those rarely change — and it skips all work if nothing has changed upstream, so it's cheap to click.
To amend title 49, United States Code, with respect to the requirement to test drivers of commercial motor vehicles for English proficiency, and for other purposes.
Summary
This bill amends federal transportation law to require commercial motor vehicle operators to demonstrate proficiency in reading and speaking English. The required proficiency level includes the ability to converse with the general public, understand highway traffic signs and signals in English, respond to official inquiries, and complete reports and records. Commercial motor vehicle operators determined to be noncompliant with the English language requirement may be declared out of service by enforcement officers. The bill clarifies that this provision does not change other out-of-service requirements under federal law or the North American Standard Out-of-Service Criteria.
