HR 3608 Introduced Re-checks Congress.gov for new actions and updates the bill's status, and fills in any sponsors, committees, or related bills that are missing. It does not re-pull sponsors/cosponsors/committees/related — those rarely change — and it skips all work if nothing has changed upstream, so it's cheap to click.
To amend title 49, United States Code, with respect to the requirement to test drivers of commercial motor vehicles for English proficiency, and for other purposes.
Summary
The bill adds a requirement for commercial motor vehicle drivers to demonstrate English language proficiency. Drivers must be able to read and speak English sufficiently to converse with the public, understand highway traffic signs and signals in English, respond to official inquiries, and make entries on reports and records. Enforcement officers are authorized to declare a driver out of service if determined to be noncompliant with the English language requirement. The bill does not affect other types of out-of-service orders carried out under existing federal law and regulations.
