Summary

The Commercial Motor Vehicle English Proficiency Act requires commercial motor vehicle operators to demonstrate English language proficiency beginning two years after enactment. Individuals seeking to pass knowledge tests or receive commercial motor vehicle operator certification must demonstrate the ability to understand in English the basic information needed to operate a commercial motor vehicle, including reading and understanding traffic signs, communicating with law enforcement and transportation officials, and providing and receiving feedback and directions in English. The bill also prohibits commercial motor vehicle knowledge tests from being administered in any language other than English, effective two years after enactment. The Secretary of Transportation is required to modify federal regulations governing commercial motor vehicle testing to implement these requirements within two years.
