Commercial Motor Vehicle English Proficiency Act
To amend title 49, United States Code, to modify provisions relating to commercial motor vehicle operator testing requirements, and for other purposes.
Summary
This bill would amend federal regulations for commercial motor vehicle operator licensing to require English language proficiency. Beginning two years after enactment, individuals seeking to obtain a commercial motor vehicle certification would be required to demonstrate the ability to understand and communicate in English, including reading traffic signs, communicating with law enforcement and other officials, and providing and receiving directions. Knowledge tests for commercial motor vehicle operators would only be administered in English. The Secretary of Transportation must modify the relevant regulations within two years of enactment to implement these requirements.
