HR 97 Introduced Re-checks Congress.gov for new actions and updates the bill's status, and fills in any sponsors, committees, or related bills that are missing. It does not re-pull sponsors/cosponsors/committees/related — those rarely change — and it skips all work if nothing has changed upstream, so it's cheap to click.
Injunctive Authority Clarification Act of 2025
To amend title 28, United States Code, to prohibit the issuance of national injunctions, and for other purposes.
Summary
This bill amends federal law to prohibit U.S. courts from issuing orders that restrain enforcement of statutes, regulations, or government orders against persons who are not parties to the lawsuit, with an exception for non-parties represented by a party acting in a representative capacity under the Federal Rules of Civil Procedure. The prohibition applies to federal district courts and territorial courts of the Virgin Islands, Guam, and the Northern Mariana Islands. The bill effectively limits the scope of injunctions that can extend enforcement restrictions to parties not directly involved in the case.
