HR 1654 Introduced Re-checks Congress.gov for new actions and updates the bill's status, and fills in any sponsors, committees, or related bills that are missing. It does not re-pull sponsors/cosponsors/committees/related — those rarely change — and it skips all work if nothing has changed upstream, so it's cheap to click.
To rescind unobligated COVID-19 relief funds and certain infrastructure funds to offset the cost of the supplemental foreign assistance made available for fiscal year 2024, and for other purposes.
Summary
The bill would rescind unobligated (unspent) COVID-19 relief funds from six major pandemic relief acts, up to the total amount appropriated for foreign assistance to Israel, Ukraine, and Indo-Pacific security in fiscal year 2024. The COVID-19 relief acts targeted for rescission include the CARES Act, American Rescue Plan Act, Paycheck Protection Program and Health Care Enhancement Act, and related appropriations. The bill would also rescind unobligated infrastructure funds, including those from the Education Stabilization Fund, the Congestion Mitigation and Air Quality Improvement Program, the Carbon Reduction Program, and the PROTECT Program. The effect would be to recover spending authority from previously appropriated but unspent funds and redirect that authority to offset foreign assistance appropriations.
