Summary

This bill would require the U.S. Customs and Border Protection Commissioner to refund tariffs and duties collected under the International Emergency Economic Powers Act and issued to importers starting January 1, 2025. The refunds must be processed and completed within 90 days of the bill's enactment, with the money returned to the importer of record. Notably, importers would not be required to file an application or protest to receive their refunds; the Commissioner would automatically process them using existing information. The bill aims to quickly restore funds collected through what are characterized as unlawfully imposed tariffs to independent businesses and family-owned enterprises.
