S 594 Passed Senate Re-checks Congress.gov for new actions and updates the bill's status, and fills in any sponsors, committees, or related bills that are missing. It does not re-pull sponsors/cosponsors/committees/related — those rarely change — and it skips all work if nothing has changed upstream, so it's cheap to click.
HELP Response and Recovery Act
S. 594 To amend the Post-Katrina Management Reform Act of 2006 to repeal certain obsolete requirements, and for other purposes.
Summary
This bill repeals section 695 of the Post-Katrina Emergency Management Reform Act of 2006, described as an obsolete contracting requirement. It requires the Secretary of Homeland Security to submit reports to Congress starting two years after enactment and annually thereafter for five years, assessing how the repeal has affected waste prevention and taxpayer savings. The reports must document Federal Emergency Management Agency contracts entered into or extended under urgent circumstances without competitive bidding, including details such as the number of contracts, their subjects, amounts obligated, affected states, and related disasters or emergencies. The reporting requirement provides Congress with information on the effects of repealing the contracting provision.
