Disaster Relief Continuity Act of 2025
To provide for continuity of disaster relief funding in the case of a lapse in appropriations, and for other purposes.
Summary
This bill ensures that the Federal Emergency Management Agency can continue disaster relief operations during a lapse in appropriations by providing automatic funding for fiscal year 2026. The funds would support declared major disasters and emergencies, including individual assistance, direct aid, and life-saving activities, as well as salaries for essential FEMA personnel involved in disaster response and grant disbursement. Existing federally-funded disaster recovery projects would continue to receive payments and grants during the funding gap. The funds would be restricted to essential disaster-related activities and could not be used for nonessential administrative functions, new policy development, or nondisaster-related training. The emergency funding would end when Congress enacts an appropriation, passes an appropriations resolution, or on January 1, 2027, whichever comes first.
