To prohibit Federal funds from being obligated or expended to promulgate Executive orders during a lapse in discretionary appropriations.
Summary
The bill prohibits the use of Federal funds to promulgate or issue Executive orders or presidential memoranda during any period when there is a lapse in discretionary appropriations. A lapse in appropriations occurs when Congress has not passed appropriations bills and mandatory funding for government operations has expired. The prohibition applies to lapses beginning on or after the date of enactment of the bill. The restriction prevents executive branch agencies from using Federal funds to develop, draft, or issue new Executive orders or presidential memoranda during government funding lapses.
