Reclaiming Oversight of Executive Branch Spending Act
To require congressional approval for certain obligations exceeding $100,000,000.
Summary
This bill requires federal departments and agencies to obtain congressional approval before entering into any contract with, award a grant to, or guaranteeing a loan for a private entity that exceeds $100 million in a fiscal year. Federal agencies must submit a request for approval to Congress, which must then enact a joint resolution to approve the contract, grant, or loan guarantee. The joint resolution must be considered in both the House and Senate within 30 days of submission under expedited procedures. The requirement becomes effective 180 days after the bill's enactment. The bill applies to all federal departments and agencies and is designed to increase congressional oversight of major federal spending decisions.
