Bus Parity and Clarity Act

To amend title 23, United States Code, to clarify provisions relating to equal access for over-the-road buses, and for other purposes.

Introduced Mar 31, 2025

Latest action (Mar 31, 2025) Referred to the Subcommittee on Highways and Transit.

Summary

The bill amends federal highway laws to clarify equal access provisions for over-the-road buses on toll roads, bridges, tunnels, and ferries. It specifies that over-the-road buses providing scheduled or charter service must receive the same access rates, terms, and conditions as public transportation vehicles on toll facilities. The bill requires the Federal Highway Administration to publish and maintain a publicly available unified database within 180 days of enactment, and update it annually, containing information about the rates and conditions of each toll facility covered under these equal access rules. The bill applies these equal access requirements to value pricing pilot programs administered by toll authorities. The changes aim to clarify existing equal access laws and ensure consistent application across different toll facilities.
