Summary

This joint resolution disapproves a rule by the Bureau of Consumer Financial Protection that withdrew guidance requiring banks to reopen deposit accounts that consumers previously closed. The guidance, known as Consumer Financial Protection Circular 2023-02, was originally issued in May 2023 but was withdrawn by the CFPB in May 2025. If passed, this resolution would invalidate the CFPB's withdrawal and reinstate the guidance. Under the Congressional Review Act, this type of resolution allows Congress to overturn regulatory rules.
