A BILL

To amend title 3, United States Code, to prescribe a process to authorize certain activities at the Executive Residence at the White House, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. AUTHORIZATION OF CERTAIN ACTIVITIES AT THE EXECUTIVE RESIDENCE AT THE WHITE HOUSE.

Section 105 of title 3, United States Code, is amended by adding at the end the following:

“(f) Authorization of Certain Activities at the Executive Residence.—

“(1) In general.—The President shall submit to the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Oversight and Government Reform of the House of Representatives a description of any activity authorized under section 105 of title 3, United States Code, or any other proposed improvement to the Executive Residence at the White House, with an aggregate cost from all sources of funding of more than $1,000,000 proposed to be carried out by the President, including any alteration to any previously authorized activity under paragraph (3).

“(2) Requirements.—A submission under paragraph (1) shall include all information necessary, regardless of classification or access controls, in the opinion of the Chairman of the Committee on Homeland Security and Governmental Affairs of the Senate and the Chairman of the Committee on Oversight and Government Reform of the House of Representatives, to review the activity described in that submission, including review by designated Committee staff.

“(3) Authorization of activity.—On publication in the Congressional Record of a statement by each Chairman described in paragraph (2) that the Chairman has received such information and reviewed such activity described in the applicable submission under paragraph (1), the President is authorized to carry out the applicable activity.

“(4) Semiannual reports.—

“(A) In general.—Not later than June 1 and December 1 of each year, the President (or a designee) shall submit to the Chairmen described in paragraph (2) a progress report, for the period covered by the report, on all activities authorized under paragraph

(3).

“(B) Requirements.—Each report under subparagraph

(A) shall—

“(i) comply with the requirements described in paragraph (2); and

“(ii) include any expected progress to be completed on any activity prior to the submission of the next report.”. Calendar No. 408
