Summary

This bill directs the Secretary of the Army to exempt certain water resources development projects from detailed environmental review requirements under federal law. Projects would be excluded from environmental assessments or impact statements if they are carried out by non-federal sponsors under existing federal programs and meet specific cost thresholds: either a federal cost share below $6 million, or a federal share below 15 percent of a project costing no more than $35 million. The Secretary must promulgate regulations within 150 days and complete the designation within 180 days.
