To amend the Wagner-Peyser Act to allow States the flexibility to use staffing arrangements that best suit their needs, for employment service offices.
Summary
This bill amends the Wagner-Peyser Act to give states greater flexibility in staffing their employment service offices. Under current law, employment service offices must meet certain federal staffing requirements. The bill allows states to use either state merit staff or other staff that meet federal contractor requirements to operate employment service offices. This change permits states to choose staffing arrangements that best suit their individual needs and circumstances. The bill does not eliminate federal requirements for staff; staff must still meet the requirements applicable to federal contractors.
