To institute a reduction in force moratorium at the National Science Foundation, and for other purposes.
Summary
This bill establishes a moratorium on reductions in force at the National Science Foundation that remains in effect until full-year appropriations for NSF for fiscal year 2026 have been enacted into law. The moratorium prohibits the NSF from conducting layoffs or reductions in force under the standard federal personnel reduction procedures. The bill does not prevent the NSF from taking other adverse personnel actions that are authorized under other federal law. The moratorium is temporary and ends once Congress passes and the President signs full-year appropriations legislation for the NSF for fiscal year 2026.
