To amend title 41, United States Code, and title 10, United States Code, to provide best value through the multiple award schedule program, and for other purposes.
Summary
This bill amends federal procurement law for the General Services Administration's Multiple Award Schedule program, which is used by federal agencies to purchase commercial items. Currently, contracts under this program must award based on the lowest overall cost. The bill allows the GSA Administrator to award contracts based on "best value" instead of lowest cost when the Administrator determines this approach is necessary to promote the federal government's interests. "Best value" means considering multiple factors such as quality, performance, and past performance, not just price. The change applies to both civilian and defense contracts.
