Mrs. Gillibrand (for herself and Mr. Ricketts) introduced the following bill; which was read twice and referred to the Committee on Agriculture, Nutrition, and Forestry
A BILL
To amend the Food and Nutrition Act of 2008 to exclude as income certain payments received by household members from certain employment programs, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the “Training and Nutrition Stability Act of 2025”.
SEC. 2. EXCLUSION OF CERTAIN INCOME FROM EMPLOYMENT AND TRAINING PROGRAMS.
(a) In General.—Section 5 of the Food and Nutrition Act of 2008 (7 U.S.C. 2014) is amended—
(1) in subsection (d)—
(A) in paragraph (18), by striking “and” at the end;
(B) in paragraph (19)(B), by striking the period at the end and inserting “; and”; and
(C) by adding at the end the following:
“(20) any payment, income, allowance, or earnings made to household members derived from—
“(A) any work program (as defined in section 6(o)(1)), unless the work program is established under—
“(i) the Post-9/11 Veterans Educational Assistance Improvements Act of 2010 (Public Law 111-377; 124 Stat. 4106) or amendments made by that Act;
“(ii) the Harry W. Colmery Veterans Educational Assistance Act of 2017 (Public Law 115-48; 131 Stat. 973) or amendments made by that Act; or
“(iii) the COVID-19 Veterans Rapid Retraining Assistance Program;
“(B) any employment and training program (as defined in paragraph (4) of section 6(d)) established pursuant to that section;
“(C) any vocational rehabilitation program (as defined in section 3 of the Workforce Innovation and Opportunity Act (29 U.S.C. 3102)); or
“(D) any refugee employment program established under section 412(c) of the Immigration and Nationality Act (8 U.S.C. 1522(c)).”;
(2) by striking subsection (l); and
(3) by redesignating subsections (m) and (n) as subsections
(l) and (m), respectively.
(b) Conforming Amendment.—Section 6(s)(2) of the Food and Nutrition Act of 2008 (7 U.S.C. 2015(s)(2)) is amended by striking
“(m), and (n)” and inserting “and (m)”. <all>
