Summary

This bill eliminates "official time" for federal employees, which currently allows certain employees to spend portions of their work hours on labor union activities while being paid by the government. Under the bill, any activities performed by federal employees relating to labor organization business must be conducted during non-duty time, meaning employees would need to perform union-related work on their own time rather than during paid work hours. The bill amends section 7131 of federal law to implement this change. This would affect federal employees who serve in union representative roles and previously had official time allocated for union business.
