HRES 499 Passed House Re-checks Congress.gov for new actions and updates the bill's status, and fills in any sponsors, committees, or related bills that are missing. It does not re-pull sponsors/cosponsors/committees/related — those rarely change — and it skips all work if nothing has changed upstream, so it's cheap to click.

Summary
This is a House procedural resolution that establishes the rules for the House to consider H.R. 4, the Rescissions Act of 2025. It waives procedural objections to considering the bill, provides for one hour of debate equally divided between the Majority and Minority Leaders, and allows one motion to recommit. The resolution also suspends certain provisions of the Impoundment Control Act that would otherwise apply to the rescissions bill.
