Summary

This bill would amend the Defense Base Act to exclude Guam from its coverage. Currently, the Defense Base Act applies to certain workers in territories and possessions outside the continental United States; this change would remove Guam from that designation. The effect would be that civilian employees and contractors working in Guam would no longer be covered under the Defense Base Act's workers' compensation provisions.
