Summary

This bill amends the Clean Air Act to exclude carbon dioxide, methane, and nitrous oxide from the definition of "air pollutant" under federal environmental law. The amendment would remove these three greenhouse gases from the scope of substances that the Environmental Protection Agency can regulate as air pollutants under the Clean Air Act. This change would eliminate the legal basis for EPA regulation of these gases under that statute.
