Summary
The bill imposes a hiring freeze on U.S. Immigration and Customs Enforcement (ICE) by prohibiting the use of federal funds to appoint new employees or transfer existing federal employees to the agency. The freeze takes effect upon enactment of the bill and remains in effect until Congress passes a new law that specifically references and modifies this provision. The bill prevents ICE from bringing on new staff or receiving transfers of federal employees from other agencies during the freeze period.
