A BILL

To provide that no Federal funds made available to U.S. Immigration and Customs Enforcement may be used, in carrying out any civil immigration enforcement activities under the immigration laws, to detain United States citizens or transport such citizens outside the United States, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the “Stop ICE from Kidnapping U.S. Citizens Act”.

SEC. 2. LIMITATION ON USE OF FUNDS BY U.S. IMMIGRATION AND CUSTOMS ENFORCEMENT.

Notwithstanding any other provision of law, no Federal funds made available to U.S. Immigration and Customs Enforcement may be used, in carrying out any civil immigration enforcement activities under the immigration laws (as such term is defined in section 101 of the Immigration and Nationality Act (8 U.S.C. 1101)), to—

(1) detain a citizen of the United States; or

(2) transport a citizen of the United States outside of the United States. <all>
