Summary

The bill amends the Federal Water Pollution Control Act to promote the use of "resource preservation techniques" in water infrastructure programs, defined as processes or technologies that address water efficiency, energy efficiency, stormwater management, sustainable design, or environmental innovation. States and loan recipients receiving federal water pollution control funds must evaluate and use resource preservation techniques to the maximum extent practicable when repairing, replacing, or expanding treatment works. The bill increases funding for the Wastewater Efficiency Grant Pilot Program to $40 million annually for fiscal years 2026 through 2031 and increases the Clean Water Infrastructure Resiliency and Sustainability Program to $50 million annually for the same period. These changes aim to integrate efficiency and sustainability measures into water infrastructure investments nationwide.
