Transit Funding Flexibility Act
To amend title 49, United States Code, to allow any recipient of urbanized area formula grant funds to use such funds for operating costs of equipment and facilities used in public transportation, and for other purposes.
Summary
This bill allows public transit agencies receiving federal urbanized area formula grants to use those funds for operating costs of transit equipment and facilities, not just capital purchases. Recipients must certify annually that they will maintain their own spending levels for operating costs of equipment and facilities that receive federal funding. If the Department of Transportation finds a recipient failed to maintain the required spending level, that recipient's federal funding is reduced by one-third in the following fiscal year.
