To amend the Intermodal Surface Transportation Efficiency Act of 1991 to prohibit congestion or cordon pricing in a value pricing program, and for other purposes.
Summary
This bill amends the Intermodal Surface Transportation Efficiency Act of 1991 to prohibit the Department of Transportation from establishing or maintaining value pricing programs that include congestion pricing or cordon pricing. Congestion pricing typically charges drivers fees based on traffic levels in certain areas, while cordon pricing charges fees to enter designated zones. The amendment prevents the federal government from allowing these pricing strategies within its value pricing program framework.
