Improving SCRA Benefit Utilization Act
To amend title 10, United States Code, to include training regarding financial protections under the Servicemembers Civil Relief Act in certain financial literacy training programs for members of the Armed Forces, and for other purposes.
Summary
This bill improves servicemembers' awareness and use of financial protections under the Servicemembers Civil Relief Act (SCRA). It requires the military to include information about SCRA protections, particularly interest rate limits, in financial literacy training programs for active duty and reserve personnel. The bill ensures that servicemembers are notified of their SCRA benefits when they first enter service and when reserve members are called to active duty. It expands creditor obligations to apply interest rate caps to all servicemember debts incurred before military service and requires creditors to provide multiple ways for servicemembers to submit documents needed to claim these protections online, by mail, or by fax.
