Improving SCRA Benefit Utilization Act of 2025
To amend title 10, United States Code, to include training regarding financial protections under the Servicemembers Civil Relief Act in certain financial literacy training programs for members of the Armed Forces, and for other purposes.
Summary
This bill requires military branches to include training on Servicemembers Civil Relief Act (SCRA) financial protections in their financial literacy programs. It requires servicemembers to be notified of their SCRA benefits when they enter military service and whenever reserve members are called to active duty for more than 30 days. The bill requires creditors to automatically apply SCRA interest rate limitations to all servicemember debts, not just those the servicemember specifically identifies. Creditors must provide multiple methods—online, mail, or fax—for servicemembers to submit documents needed to obtain these protections.
