Fairness for Victims of SNAP Skimming Act of 2025
To amend the Consolidated Appropriations Act, 2023, to expand the replacement of stolen EBT benefits under the supplemental nutrition assistance program.
Summary
The Fairness for Victims of SNAP Skimming Act of 2025 expands protections for beneficiaries of the Supplemental Nutrition Assistance Program (SNAP) whose Electronic Benefits Transfer (EBT) card benefits are stolen through skimming fraud. The bill amends existing law to ensure that replacement benefits provided to victims equal the full amount of benefits that were stolen from their accounts. By removing prior limitations on replacement amounts, the bill guarantees that SNAP recipients whose benefits are compromised through criminal skimming activity receive complete restoration of stolen funds.
