Hands Off Medicaid and SNAP Act of 2025
To amend the Congressional Budget Act of 1974 to provide for a point of order against reconciliation measures that cut benefits for Medicaid or the Supplemental Nutrition Assistance Program, and for other purposes.
Summary
This bill amends the Congressional Budget Act to create a procedural rule known as a "point of order" that would prevent Congress from using reconciliation measures (legislation that requires only a simple majority in the Senate) to reduce enrollment, eligibility, or benefits for Medicaid or the Supplemental Nutrition Assistance Program (SNAP). The point of order would apply to reconciliation bills, resolutions, amendments, and conference reports. This restriction would expire on January 20, 2029.
