Summary

This bill would improve transparency and accountability for VA-recognized representatives who assist veterans with benefit claims. It requires annual reports to Congress detailing information on agent training, applicant screening, database accuracy and updates, processing timelines, and denial/rescission rates. The bill would establish an official VA certification mark to identify legitimate representatives and make fraudulent use of the mark a criminal offense. It would also require the VA to request biannual contact information updates from recognized representatives and maintain an accurate accreditation database.
