Summary

This bill directs the Department of Veterans Affairs to establish a program providing secure firearm storage devices (lockboxes) to eligible veterans upon request, either as direct distribution or through redeemable vouchers. The lockboxes must comply with American Society for Testing and Materials standards and be manufactured in the United States. The bill requires the VA to develop an informational video on secure storage as a suicide prevention strategy, conduct a public education campaign to inform veterans of the program availability, and submit annual reports to Congress on program participation and outreach efforts. The bill authorizes $5 million per year from 2026 through 2036 and clarifies that participation does not affect firearm ownership rights, require firearm registration, or create any firearm registry.
