A joint resolution proposing a balanced budget amendment to the Constitution of the United States.
Proposing a balanced budget amendment to the Constitution of the United States.
Summary
This joint resolution proposes a constitutional amendment requiring the federal government to balance expenditures and receipts, excluding debt payments and borrowing respectively, with Congress having 10 years after ratification to achieve this balance. The proposed amendment would allow expenditures to exceed receipts for limited times during emergencies if two-thirds of both the House and Senate approve, with debts incurred to be paid as soon as practicable. The amendment would become part of the Constitution if ratified by three-fourths of state legislatures within seven years of its submission.
