Proposing a balanced budget amendment to the Constitution of the United States.
Proposing a balanced budget amendment to the Constitution of the United States.
Summary
This joint resolution proposes a constitutional amendment that would require federal expenditures and receipts to be balanced. The proposed amendment would exclude debt payments from expenditures and borrowing from receipts when calculating whether the budget is balanced, and would require Congress to achieve balance within ten years following ratification. The amendment would allow two-thirds of both the House and Senate to authorize emergency expenditures that exceed the balance requirement for limited periods, with the requirement that debts from such emergency spending be paid as soon as practicable. The proposed amendment would need to be ratified by the legislatures of three-fourths of the states within seven years of its submission to become part of the Constitution.
