Summary

This joint resolution proposes a constitutional amendment to modify the citizenship clause of the 14th Amendment. The amendment would define who is considered "subject to the jurisdiction of the United States" for purposes of automatic citizenship at birth, requiring that at least one parent be a U.S. citizen or national, a lawfully admitted permanent resident, or an alien with lawful status serving in the Armed Forces. The amendment would require ratification by three-fourths of state legislatures within seven years and would give Congress the power to implement it through legislation.
