Summary

This joint resolution would use the Congressional Review Act to disapprove and nullify a Bureau of Land Management rule relating to the Grand Staircase-Escalante National Monument Record of Decision and Approved Resource Management Plan issued on January 13, 2025. Under the Congressional Review Act, Congress has the authority to disapprove agency rules, and if both chambers vote to approve a disapproval resolution, the rule is overturned and has no legal force. If passed, this resolution would prevent the BLM resource management plan for Grand Staircase-Escalante National Monument from taking effect. The Government Accountability Office concluded in January 2026 that the BLM action constitutes a rule subject to Congressional Review Act procedures. This resolution represents an exercise of Congressional oversight authority over executive agency rulemaking.
