Summary

This bill amends federal firearms law to define "State of residence" and "resident" for purposes of firearms regulations. It establishes that a state of residence can be the state where an individual resides, or for active duty military members, either the state of their permanent duty station or the state where they maintain a home to commute from. For individuals without a physical residence, a state of residence is defined as the state where they maintain a private mailbox or post office box. An individual who maintains homes in multiple states is considered a resident of each state while present there. The bill also amends background check requirements to allow the use of a private mailbox or post office box address for individuals who lack a physical residence.
