Summary

This bill amends federal firearms law to expand the definition of "state of residence" for background check and firearms purchasing purposes. The definition now includes, for active-duty military members, both their permanent duty station state and the state where they maintain a home and commute from. For individuals without a physical residence, it allows them to use the state where they maintain a private mailbox or post office box as their state of residence. The bill also permits the use of private mailbox or post office box addresses in the background check system for those without a physical residence.
