Summary

This act amends the executive reorganization authority granted to the President under Chapter 9 of Title 5, United States Code. The act expands the purposes for which the President may reorganize executive departments to include reducing the number of federal employees, eliminating unnecessary rules and regulations, and eliminating government operations determined not to serve the public interest. The act removes the current restriction that prohibits reorganization plans from abolishing enforcement functions or statutory programs, and eliminates restrictions preventing plans that would create a net increase in federal workers or expenditures. The act extends the deadline for the President's reorganization authority from December 31, 1984 to December 31, 2026, and makes various technical amendments to clarify the scope of agencies subject to reorganization.
