To direct the Chief Counsel for Advocacy of the Small Business Administration to establish a Red Tape Hotline to receive notifications of burdensome agency rules, and for other purposes.
Summary
This bill establishes a "Red Tape Hotline" operated by the Small Business Administration's Chief Counsel for Advocacy to collect complaints from small businesses about burdensome federal agency rules, guidance, and policies. Small entities can submit notifications through email, phone, a submission form, or other methods, with information readily available on a public website. The Chief Counsel must submit an annual report to Congress and the SBA Administrator detailing which rules and agencies generate the most complaints, which industries are affected, and recommendations for reducing regulatory burden on small businesses. The report must also document what actions the Chief Counsel has taken in response to the complaints received.
