To amend section 313 of the Congressional Budget Act of 1974 to designate provisions resulting in the sale, disposal, or transfer of Federal lands as extraneous under the Byrd Rule.
Summary
This bill amends the Congressional Budget Act to designate provisions involving the sale, disposal, or transfer of federal public lands as "extraneous" under the Byrd Rule. The Byrd Rule is a Senate procedure that allows certain provisions to be removed from budget reconciliation bills. By adding federal land disposal provisions to the list of extraneous matters, this bill would prevent such land transactions from being included in budget bills passed through the reconciliation process. This would require any federal land sales or transfers to go through the regular legislative process rather than being attached to budget measures.
