HR 9167 Introduced Re-checks Congress.gov for new actions and updates the bill's status, and fills in any sponsors, committees, or related bills that are missing. It does not re-pull sponsors/cosponsors/committees/related — those rarely change — and it skips all work if nothing has changed upstream, so it's cheap to click.
To amend section 313 of the Congressional Budget Act of 1974 to designate provisions resulting in the sale, disposal, or transfer of Federal lands as extraneous under the Byrd Rule.
Summary
This bill changes the Congressional Budget Act to designate any provision that sells, disposes of, or transfers federal lands as extraneous under the Byrd Rule. The Byrd Rule is a Senate procedure that prevents certain types of provisions from being included in budget reconciliation bills, which use expedited legislative procedures. By classifying land sales and transfers as extraneous, this bill would prevent such provisions from being included in these fast-track budget bills. The change adds a new category to what qualifies as extraneous under federal budget rules. This affects the procedural options available for legislation involving the sale or transfer of federal lands.
