Diabetes Foot Health Access and Modernization Act of 2026
To amend title XIX of the Social Security Act to cover physician services delivered by podiatric physicians to ensure access by Medicaid beneficiaries to appropriate quality foot and ankle care, to amend title XVIII of such Act to modify the requirements for diabetic shoes to be included under Medicare, and for other purposes.
Summary
The bill would amend Medicaid to recognize podiatric physicians as physicians covered under the program, allowing Medicaid beneficiaries to receive covered foot and ankle care from podiatrists. It would also modify Medicare requirements for diabetic therapeutic shoes, clarifying that physicians must document specific foot conditions and diabetes care status before shoes are covered. The documentation requirements would include evidence of peripheral neuropathy, ulceration risk, foot deformities, or circulation problems. Shoes can be fitted by physicians, pedorthists, or orthotists. The Medicaid changes would be effective January 1, 2026, while the Medicare shoe changes would take effect January 1, 2028.
