Investing in Community Resilience Act of 2025
To amend the Robert T. Stafford Disaster Relief and Emergency Assistance Act to incentivize certain preparedness measures, and for other purposes.
Summary
This bill amends the Stafford Disaster Relief and Emergency Assistance Act to expand the types of disaster preparedness and resilience activities eligible for federal assistance. The changes allow federal funding to support programs that result in science-based increases in resilience from building standards and land use practices for storms, tsunamis, floods, wildfires, and similar disasters. The bill also adds support for community emergency response teams and equivalent organizations that provide disaster assistance, including training, outreach, and preparedness exercises. The Federal Emergency Management Agency must issue guidance to State and Tribal governments within one year of enactment regarding these expanded measures. The amendments take effect one year after enactment and use only existing appropriated funds, with no additional funding authorized.
