Summary

This bill would prohibit the United Nations or any UN-affiliated body from levying taxes, tariffs, fees, or penalties on U.S. citizens or entities unless the tax is imposed under a treaty to which the Senate has provided advice and consent. The bill would also prohibit federal appropriation of funds for U.S. contributions to the UN or UN-affiliated bodies intended to implement a global carbon tax, or for the implementation or enforcement of such a tax. The bill defines a global carbon tax as one imposed under a global fuel regime requiring vessel owners to reduce greenhouse gas emissions at set costs based on emission levels.
