To eliminate the period of limitations for certain non-capital homicide offenses.
Summary
This bill, Kamisha's Law, eliminates the statute of limitations for certain non-capital federal homicide offenses, allowing these crimes to be prosecuted at any time without limitation. The covered offenses include second-degree murder, voluntary manslaughter, and attempted manslaughter under various federal statutes related to homicides on federal property, in Indian country, in territorial waters, and in other federal jurisdictions. Previously, these offenses had time limits within which they could be prosecuted; this bill removes those time restrictions entirely. The change allows federal prosecutors to bring charges for these homicide offenses even decades after the crime is committed, provided they can gather sufficient evidence.
