Promoting American Competition in Aquaculture Research Act
To amend the National Agricultural Research, Extension, and Teaching Policy Act of 1977 to eliminate the prohibition on indirect costs with respect to aquaculture assistance, and for other purposes.
Summary
This bill amends federal agricultural research law to increase funding for aquaculture assistance programs to $15 million per year for fiscal years 2025 through 2029. The bill also changes rules governing indirect costs for aquaculture research awards, eliminating a previous prohibition that prevented recipients from charging indirect costs and instead allowing them to charge indirect costs up to the standard limit applied to other federal research awards. This change allows universities and research institutions receiving aquaculture grants to recover a portion of their overhead expenses associated with administering the grants, bringing aquaculture research funding in line with how other agricultural research programs operate.
