Summary

This bill amends the Migratory Bird Treaty Act to clarify the treatment of authentic Alaska Native articles of handicraft that contain parts of migratory birds. The bill allows Alaska Natives to possess, sell, trade, transport, and deliver traditional handmade items containing nonedible migratory bird parts, provided the bird parts were obtained legally and not wastefully. Authentic handicrafts are defined as items composed of natural materials and produced using traditional techniques by verified Alaska Natives without mass production methods. The bill requires the Secretaries of State and Interior to work with treaty partner countries within 180 days to clarify the treatment of such articles under international migratory bird treaties and to modify related regulations as appropriate.
